Delegates frustrated by claim payments

WINDOW ROCK — For many of the 24 Navajo Nation Council delegates representing 110 chapters, just getting from meeting to meeting is a problem — especially for those who represent six to eight chapters. Getting paid for attending those meetings is a whole other can of worms.
